In the manga, he kinda uses Lithuania as a shield from Russia just as Latvia does (all the "little" eastern European countries are practically scared of Russia... well, maybe except for Belarus and Poland XD ).
Other than that, not much to say... he does kinda look a lot like my father when he was young though XD
(it's probably the hair, eyes, and glasses).
